Does the new iPad 7th generation work with usb

external hard drives, or is that limited to the iPad Pro?

Any model of iPad that support iPadOS 13 is able to connect to USB external storage. When using an iPad that has a Lightning port you will need Apple’s Lightning to USB 3.0 adapter in order to connect USB devices.

In addition to the Lightning to USB 3 adapter, you will need to connect wall power or portable battery power to the adapter.

Pads with Lightning connector simply do not have enough power on their own to drive/power conventional external spinning hard drives.

Not sure if this additional power requirement will apply to connecting USB Flash Drives or SSD style drives that have no mechanically spinning components in them.
