So I would interpret that as meaning no.
What could be causing OS 13.1.3 (downloaded) not installing on my iPad Air 2 from 12.4.1 when my iPad Air 2 is wifi connected, 100% charged and rebooted several times? I'm getting this message "Unable to Install Update, An error occured installing iPadOS 13.1.3" - Retry or Remind Me Later. Is there way to abandon this current installation process and go back to Step1 of the install? Should I back it up, upgrade and restore?

The “A“ model is on the back of the iPad in small print under the large word iPad.
Your iPad Air 2 must be a refurbished model as the normal model number for any iPad starts with an “M”.
Do you have a beta iOS version installed on that iPad?
How much internal free data storage space is left inside your iPad Air 2?
The 1st gen iPad Air and the iPad Mini 2 and 3 have been excluded from the up and coming iPadOS.

Yes - Refurb and after free'ng up almost 2G of the Internal space, the upgrade started and succeeded.
