How do I recover iTunes music that I have paid for that does not show up on my iTunes acct?

If it's still in the store, and if you haven't moved countries since buying it nor hidden it : Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support
Or just copy it back from your backup of your downloads/computer
