An app took a almost $49 payment out that I didn’t want. I want to delete said app and get my money back

You can delete the app from your device(s), and if you've subscribed to something in it also stop its auto-renewal.
For a refund purchases are considered final as you know, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
