Is there any way to appeal Overdrives decision to disinherit Mac OS X?

mojave installer from App Store damaged?! Downloaded a fresh copy of Mojave installer from the App Store, and when it runs, get This copy of the Install macOS Mojave application is damaged, and can‘t be used to install macOS.

This copy of the Install macOS Mojave.app application is damaged, and can‘t be used to install macOS. I get this message on the APP store "This copy of the Install macOS Mojave.app application is damaged, and can‘t be used to install macOS". But I cannot find the install app anywhere on the computer to try and delete it. Any ideas

I doubt it, it's obviously a matter of costs vs. sales, exasperated by Apples short turning over to "new" OS versions.
