My Disc Utility is unavailable showing as "You can’t use this version of the application “Disk Utility.app” with this version of macOS. You have “Disk Utility.app” 11.5.2. "

Can I reload this app and where from? I can't find a update on the Ap Store.

The version of Disk Utility is tied to the installed operating system. Any update to it would be silent via the operating system updates and as you are on High Sierra, they are done. You probably restored an old version of Disk Utility from a prior Time Machine backup and it stepped on the correct version for High Sierra 10.13.6.
Your only chance of getting the correct version of Disk Utility is to update the operating system over itself using the macOS 10.13.6 Combo updater. This will replace Disk Utility with its correct version and should be non-destructive to your home directory contents.
