I am currently about a year into my payment plan for paying for the iPhone XS. Does anyone know the process for trading it in for the new iPhone 11, if it is not paid off yet?

Is it a straight payment plan or the iPhone Upgrade Program?
If the latter, you can upgrade after making twelve payments, but you receive no trade-in value per se.
You need to ask whomever you financed the phone through.
If you are a member of the iPhone Upgrade Program, you can indeed upgrade now.
If you purchased your phone through a carrier or other retail store, you may not be able to and will have to contact them to find out.
Contact whoever holds your current payment plan to see what their
requirements are.
