Deleted Mac Safari login/passwords keep coming back.

When I changed from MacBook Pro 2014 to MacBook Air 2018, many of my login/passwords were lost (I keep a copy elsewhere, so not a big issue). The problem is that many old login/passwords that I deleted long ago came back, and keep coming back even after I delete them again! How do I stop this?

Passwords don't have to be just saved in Safari. They can be in the iCloud Keychain.


I'd check this article and see if this could be causing the issue.
