I want to know who is the Service provider of my Indian brought (aurthorized retailer) unlocked iPhone xs max so I can contact them and solve my issue.. this phone was working fine at the time of purchase, used by my mum don't know what happened to it

You can ask them whether they are willing or able to unlock the phone to enable you to use a different carrier.
I tried with airtel, jio, vodafone sims ... none of them worked they all showing same page
and when I try without sim it unable to activate device without sim ....
Where did you get this iPhone from? And what carrier did you use with it?
I stuck on start-up (welcome) page .... I can only contact the carrier if I know which one to contact.
I got it in india (packed) retail store , I used airtel first and thats the sim I am using in it,

well he sells most of the smartphone brands, and at the time of purchase the phone was activated and worked fine...
This not an Activation Lock. Your SIM Card doesn't work with your phone. Use a different SIM card. Maybe your phone has a SIM-Lock.
