How many gb does a iPhone 11 need for iOS 13?
Because I want to preorder the iphone11. And does not know if I go for 64GB,128GB or 256GB.

iOS 13 takes 5,68 GB on my iPhone XS. I guess it will take basically the same amount of space on iPhone 11.
For years I've been buying 64 GB and 128 GB phones, and all of my data took about 20 GB because I was using iCloud: photos, videos, music, messages, notes, etc. Everything is stored in iCloud so why pay more?
The amount of storage is not relevant in terms of ability to run iOS 13. It will run on the 11 no matter how much storage you select. Storage is only relevant to data/apps/media you want to store on the device.
That said, a good rule of thumb is buy as much storage as you can reasonably afford. That applies to pretty much everything... Smartphones, laptops, desktops, servers, etc.
As with the closets in your home, you will find that 'stuff' accumulates to fit all available space.
