Two-factor authentication is not available for your Apple ID at this time

What do I do? I need this to enroll as a developer it says.

Thanks Eric. I contacted support and they had me reboot the device. Turns out, that fixed it. When it came up it prompted me for a passcode and eventually got registered with two-factor.
