Safari handles home page on disk incorrectly, Continued

Third reporting: Safari 12.1.2 (14607.3.9) and perhaps older versions have problems returning to a home page that is on a local disk. Some of these characteristics have been discovered since last reporting:

1. Home page on the Web is handled correctly.
2. Removing "fancy" features like JavaScript in on-disk home page: does not chaqnge the problem.
3. Occurs from home page button or home page menu item, but not from File menu: Open File
4. First use of button or home page menu item shows error message as reported previously.
5. 2nd consectuive use shows correct page, but with wrong text colors.
6. 3rd consecutive use shows correct page with correct text colors.
