Issue with updating iOS on iPad due to iCloud backup

I'm having problems updating my iOS on my iPad because it's saying that my iPad is not "finished restoring from the iCloud backup". However, the iCloud backup on my iPad is grayed out and not turned on. How can i stop the "restoring from the iCloud backup"? Or turn on the iCloud backup on my iPad? Thanks for any help you all can provide!
