Other System Data Removal

How can I remove over 53G of storage on my iPad that is being occupied by other system data? I have a 64G iPad Air 2 that currently is showing the ‘iPad Storage Full’ notification. After going through each step of attempting to remove every ounce of unused media, apps, etc. to clear space, there is still over 53G of other system data that I cannot remove. I have cleared the website data in Safari and cannot seem to find another way to clear this data.

HELP.
