The issue is that there are two types of messages.
- iMessage - which can only be used to communicate to Apple products. So clearly, you are not using iMessage in the case you described.
- SMS/MMS message - provided by your cellular carrier. This is used to communcate to/from other cellular telephones. Attachments require MMS messaging, which requires both the followinga;
- Settings > Messages > MMS Messaging = "On"; and
- Your cellular carrier has set up your plan to allow MMS messaging. This may cost extra.
By the way, your post's title is misleading. "... Latest iOS 12 Version (May 2019)"
Actually, the latest version of iOS 12, which is iOS 12.4.1, was released on August 26, 2019.
