Unable to send Imessage with attachment if cell phone is not Apple product. (Message Send Failure). No issue sending Imessage with attachment if using Apple Iphone. Anyone knows the solution?

Actually, the latest version of iOS 12, which is iOS 12.4.1, was released on August 26, 2019.

I have SMS/MMS message ON; and, still unable to send attachments if contact device is other than Apple. And, not cellular carrier issue as below also has same cellular carrier. I can send any iMessage; but, will not deliver iMessage with any photo attachments. Again, this issue started with latest update.
Doesn't matter if photo, gif, video or emoji if contact isn't using Apple Iphone any type of attachment "not delivered" or "Message Send Failure". I have tested several contacts with Apple Iphone they receive attachments; and, non Apple Iphone user "not delivered". Thanks again for your help and advise.
In your screenshot above, you are attempting to text Brian. Click on the “>” to the right of Brian’s name. Then click the circled “I”. Be certain you are texting to a telephone number, and not an email address or Apple ID.
Seems like unnecessary steps when before just tap send and non IPhone would receive messages.
Is that attachment a photo? An emoji?
If it’s a photo, the recipient’s cellular carrier doesn’t matter. Your cellular account must still have permission to send/receive MMS.
Thank you for your help. Still have same problem, I will only do typed messages without any images or attachments for devices that are not Apple (Iphone).
