Locked ipad
I brought from eBay a locked ipad mini. I would like to unlock it. I don't and can't get previous owner password or I'd. Seller doesn't know iPads history. How can I unlock this? This is a legit purchase.

If you are unable to find the original owner or they won't help you, you will not be able to unlock this iPad and it will be useless to you ... unless you want to use it as a door jamb. There is nothing anyone here or Apple can do to help you with this. Activation lock is a theft prevention measure.
I suggest that you follow eBay's return policy to get a refund.
