As part of our termination procedures with employees we wipe the phone using our MDM software. Once we get the phone back we try to clear the old users info..... however, they previous employee is unwilling to unlock the phone. How can I remove activation block and re-issue phone?

Not really, we purchased way more than that prior to my retirement. If you purchased them directly with AT&T and have the IMEI and serial number they can help you find the invoice and line number...plus you would have to have this for your auditors.
I'll try it..... However, when you buy 87 phones with AT&T finding a receipt that shows the phone is a problem.
