• Cache keeps a snapshot of the last time you visited a site.

So, clear them.

Reinstalling a “Hacked” Safari:

If this is a refurbished Mac, Safari may have been hacked (A full assumption on my part, but you never know). That would affect all items using Safari.

So, reinstall Safari to its correct version. To do so, you have to first delete Safari from your Mac, and then reinstall the macOS.

Important: If you don’t delete Safari prior to reinstalling the macOS, then Safari would stay as it is — Settings and all.
