Changing region issue

my apple id is american and i have 0.29 $ on it and i want to change region, it gives me that i should spend my balance ( 0.29$ ) first to be able to change region and i dont want this balance and also there is nothing costs 0.29 $ on the app store what should i do to remove this balance ??
