I just did a complete reset of my 6S to factory settings and have found upon checking available storage immediately after wiping, that 5.5 GB of my 16 GB phone is taken up by "System" storage (known elsewhere as "Other" storage).
I would like someone from Apple to confirm that it is expected (and accepted) that a phone marketed as having 16 GB of space, in fact only offers 9.5 GB of space when running iOS.

You're pretty close in your assumption. But no one from Apple is going to confirm anything on this forum. This is a user to user only forum and Apple isn't here.
No computing device permits the full amount of storage you think you're buying. Not a laptop a desktop a tablet a cell phone. None. They all have an iOS, built in apps, system files, etc.
16GB is truly not adequate in today's world. This is why Apple no longer sells any iOS devices with 16GB.
Then 5.16GB for system is about right. I don't know what else to suggest. As I already suggested, 16GB isn't much storage in today's world. If you bring a lot of apps, photos, music, etc., back over, you're likely going to be running out of space again. Right now, you've at least got a bit of space available.
No, the iOS 12.4.1 is not 6.5 GB big, yes, there are some free apps from Apple that take quite some space.
You need to do a restore as new using computer iTunes, see here> Restore your iPhone, iPad, or iPod to factory settings - Apple Support
It would likely be more helpful if you restored the device back to factory, then NOT restore from backup. This will get rid of most of the other. Then you can add the apps you want back, set up email, etc.
Note: your "Other" is quite large.
I suggest you restore twice as new and check before your restore your backup.
You will be surprised.
FYI. "Others" can be corrupted data and cached data.

The below screens were taken immediately after reset and before restoring my previous backup. So, representing the default state post-reset.
My takeaway here is either there is something wrong or I have a mis-marketed 10.5 GB phone, and no one can confidently say one way or another.
I suppose it's time for another genius bar appointment, although I don't see that route being any more fruitful.
I'm afraid that logic doesn't hold - the images above were taken at the point of reset. Unless you are proposing that 5.5 GB would magically evaporate at some later time.

It is the only way to clear up.
I'm not disputing this suggestion - I have done exactly this, twice. I was stating that it did nothing to fix the issue.
