Getting a “could not create a preboot volume for APFS install” message.

I just bought a wiped MacBook Air. After the recovery process begins I select Untitled internal Disk to upload OS. Once it goes all the way through the 15 minute reboot it leaves me with the above message every time. “Could not create a preboot volume for APFS install”

Erase the drive as Mac OS Extended (Journaled) and try the install.
