iTunes

If Im trying to syc new music to my phone. why do i have to turn off iCloud storage and risk having all my music deleted. Its ridiculous!

What makes you think you need to do that? You should surely Turn on iCloud Music Library in both your iTunes library and your device, then content you add to the library should be available on your device to stream or download. Once you're using iCloud Music Library you don't sync music from iTunes though you can still use it to sync other content.
