Hey guys,
I am currently trying to "de-google" my life. Therefore I also want to try out the apple news app instead of google news. Unfortunately I am living in Germany where the Apple news app is not available.

You would have to live in one of those countries to use it.
We don't know the answer to your second question. You can guess as well as we can. My guess is licensing and either Google has a different structure or has just already gone through all the steps to get it.

Apple News isn't available in Germany. Only in the USA, UK, Canada and Australia. Sorry about that.
There are also other news apps available in the App Store that are not made by Google.
ms has a news app too you can use that if you like them more than you like google
Thanks for your replies. Then I will wait until Apple hopefully releases it in Germany and try Microsoft News in the meanwhile...
