Apple News+ download publication read Europe

Hi. on my ipad mini 5 (wi-fi), can I download a publication using Apple News+ and read/access it in Europe even though Apple News+ isn't available in Spain/Portugal? What about on a cruise ship in Europe? I am asking as if I need to access News+ to be able to read the downloaded magazine, then can I still read it if Apple News+ isn't available there. Thanks.

It will follow the region on your account, As long as you don't switch the region you will be fine.
