Startup problems caused by YaraScanService?

I recently upgraded to High Sierra (10.13.6) on an older Mac Mini and ever since startup usually hangs up. I can always shut down and restart normally after that. This morning after doing that I noticed that YaraScanService was running and consuming CPU resources. I did a web search and see that this process is part of Apple's Malware RemovalTool (MRT) that apparently is supposed to run after upgrading then delete itself. Is it possible that this process causes startup to hang? And if so, is there any way to correct this problem?

Safe Boot from the HD, (holding Shift key down at bootup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.
