Thank you for the additional information. I now know exactly what you are asking. At this time it is not possible to rename a Safari Home Screen shortcut after it has been created. You will need to create a new shortcut in which you would provide the renamed title. I agree, this would make for a great feature! I highly encourage that you submit feedback to Apple so they know to consider it for a future software update.

Sure! I have an iPad Pro Gen 2 running iOS 12.4.1.
One can create a shortcut icon that’ll take me to a website of my choosing. At creation, the shortcut automatically names the icon in keeping with the site or webpage. For example, a shortcut to a pool supply joint’s homepage might be named “Bob’s Pools” right below the icon when I create it.
I’m trying to change the name of such an icon after it’s created....
