How to reset Apple ID password when two factor authentication is active and second device is lost

I am seeking to reset my Apple ID password because I have lost my phone. But when I try to do this from the account page I can not because two factor authentication is active. It sends an authentication code to a phone that is lost so I can't access the code to proceed. How to get out of this loop?
