Presonus Studiolive III 24R USB conncection issues

I'm unable to connect via USB to a Studiolive 24R WITHOUT an internet connection (???).

After not getting any closer to solving this issue with Presonus Tech Support, I'll explain:

The 24R works fine on my 2018 MacBook Pro when I access it via Windows 10 on Parallels. The 24R works fine on my Late 2009 MacBook with Sierra.

The 24R has major issues with Mojave (at least in my case). I'm thinking it may be an issue with the USB drivers not being installed correctly, however I have not found any evidence in the "Security & Privacy section of System Preferences (such as an authorisation request to allow such drivers to be installed). Is there anyway to check if my suspicions are true? Maybe a reset for a certain KEXT or something?.

The 24R appears in Universal Control, it shows as connected when I access the System Profile, However I cannot use Universal Control to access it (all of this when I'm not connected to the Internet, which makes no sense considering I'm trying to control it via USB). As soon as I'm connected to my home network (with an active Internet connection) It seems to work fine (a bit laggy).

According to Presonus it's an issue with my Mac, however they have been unable to direct me any further.

Any ideas?
