Locked out

my old apple id got hacked a couple years ago and the account has been locked since, they changed the phone number associated with my account so i can not enter it. What do i do?

Apple ID was hacked My Apple ID was hacked and before I could change the password the hacker changed the phone number attached to the id. Before I do anything drastic I just wanted to make sure there was anything else I could do?
