Hi, how to i create a i cloud email address? I can sign in to me I cloud account.

Go to System Preferencdes (or Settings)>iCloud. Sign in with your Apple ID. Enable Mail in the list there: the first time you do this you will be asked to create an @icloud.com address.
If rather than 'I can sign in' you mean 'I can't sign in' you need to specify what happens when you try and quote any error messages.
