anyone encounter this problem before? how to solve it?

I no idea how to upgrade the IOS in case unable to log into ipad..

need to install latest version i have activation error on my ipad. when i open it then it shows a screen to activate ipad then it give error to download latest version of ios. and attempt activation again. i have also tried with itunes. can anyone help in this matter. how to solve this and how to install latest version because my ipad not turn on normally it just shows a screen of activation

Ipad Activation Error Hello! I would like to know how to restore an Ipad. I have been using the Itunes to restore it, but it keep saying activation error at this time.
