After reinstalling Mojave os from Caitlina down grade, some keys on keyboard are not working

I had to down grade from Catlina and I have successfully reinstalled mojave and I was able to use backup of data I previously created. I can’t log in now at all, because the keys that are not working are in my password. And one of them is also in my Apple ID so I cannot log in via this route either. Please help. I even bought a new keyboard but the exact problem still exists.

If you have the same problem with a new keyboard then the issue is software.

Try an NVRAM reset:

Reset NVRAM or PRAM on your Mac - Apple Support

And an SMC reset:
