Profilemanager jobs stays in pending status

Hello,

We have a Mac Mini Late 2014 with Mac OS 10.13.6 and Server 5.6.1. A few weeks ago the push certificate runed out. I missed to renew it so I have make a new one and after that the push notification haven't worked. Then I made a new push certificate with a different apple id and it worked with my iPhone. After a day I want to connect the other users with the Server via new push certificate and it don't have pushed anything. I switchted the certificate back to the first apple id and after that it worked for all for 2 weeks. Now I want to connect some new iphones with the server and all jobs remains in pending mode. The server get the registration info from the iphone but can't push anything. I have done anything of this topic but can't get it to work: https://discussions.apple.com/thread/8344747. I also can't connect to any other iphone other the server. Even the update information job for my iphone stays in pending.
