iPad (6thgen) won't connect to Apple ID server

After updating Software to 15.3.1, the iPad will not connect to the Apple ID Server. I've tried resetting all network settings, resetting modem, restarting the device. I cannot even sign out of my Apple ID - citing error connect to Apple ID Server. Any ideas on how to fix?
