Everytime i delete a photo or anything on my phone it wont back up to Icloud as it says that my storage is full.. I have checked and gone through and deleted stuff freeing up storage and have 4.07GB free to use yet it still says that it's full????? What can I do to so new photos and videos can be uploaded to icloud
Go to Settings/<your name>/icloud. At the top it shows how much iCloud storage you have. This is not the same as storage on your phone.
And since you mention deleting, if you delete a photo from your phone it will also be deleted from iCloud, which is a syncing service, not an archiving service.
Can you post some screen shots of your iCloud storage space and the error messages you get?
