The directions I get online about "Add a custom shortcut icon to the Home screen. In the Shortcuts app Library , tap on a shortcut to open it, then tap to open Settings. " I don't have a or can't find a Shortcuts app Library! Please help.

Easier to just open the url in Safari, and then tap on the Share icon (arrow coming out of a square) at the bottom of the screen, and then select the "Add to Home Screen" option there. (You may need to scroll a bit to the left on the bottom row to see the option.

You are just providing an example, correct? I am not trying to get a local IP and and External IP, correct? And where do I put http://bit.ly/Council4961? I downloaded the shortcut apps and tried to set this up unsuccessfully.

I added URL from below and put http://bit.ly/Council4961 into the URL and added it to my home page. But when i select the icon it does NOT give me what I expect. I am able to go into chrome and put this address into the browser and get what I want but then. I thought I would be able to do it from an icon.
I tested putting that address as an icon on my home screen and it takes me to a Knights of Columbus sign in page. What are you expecting to see and what are you actually seeing? Can you provide screenshots?
Yes, that is exactly what I expect - a Knights of Columbus sign in page. I don't know how to provide screen captures. But what I get is a blank page with the following displayed:
What do I do on the Actions page? I assume that I get the URL action correct. Then I complete the rest of the shortcut development. But when I click on the icon it brings me back to the Actions page with URL http://bit.ly/Council4961.
