Get your money back, if you can.
Activation Lock is an anti-theft, data privacy protection feature.
Seems like someone sold you an iPad knowing it had Activation Lock on it!
Without knowing the original owner’s Apple ID info, you will never get that iPad to work.
No one here can help you. Apple WILL NOT help you since you are NOT the original owner of this iPad.
If you cannot return this iPad and get your money back, please recycle this iPad responsibly by turning it into your nearest, “local” Apple Store for them to recycle.
