I an American working in Taiwan and I've been trying to reset my security questions, but after I sign up for the support call my phone will ring and a machine will speak at me in Chinese for a minute and hangup. No option for English.

Just because I'm currently in Taiwan in no way means that I speak Chinese.
Why didn't you can ask an interpreter?
