The first-generation iPad Minis are hardware-constrained to running no higher iOS version that 9.3.5 (9.3.6 for some celular models).
An A1432 is a 1st generation iPad Mini.
That is a 7-year old iPad, now.
It cannot be upgraded beyond iOS 9.3.5/9.3.6.
Its internal hardware is too old, underpowered and completely incompatible with any current or future versions of iOS.
One listed as being an A1454, A1455, or A1489.

Which model is the first generation. I have an ipad mini which is at least 5 yrs old..
my ipad mini must be really old... model number is A1432. Probably have to get a new one..
