Apple Business Manager - Restore from Backup

We upgraded a few iPhones/iPads we use Apple Business Manager for deployment and remote management.

Now on a few devices I restore from backup and goes without a hitch and its still has remote management. But then a few others if I restore from backup it doesnt include the remote management. If I go through and reset and do as New iPad it downloads the configuration profile and when go into settings it shows its enabled in remote management. But then again if I reset it and restore from the iCloud or even iTunes backup. No remote management.

So how I get it to restore from a Backup and retain the remote management?
