Simply said;
I changed my phone and I downloaded WhatsApp.
I choosed the option "Restore" to restore my chats and media.
It stuck at 20% and it wont be higher.
I did everything to fix, but nothing worked.
You may ask everything. Maybe I did not checked all options to fix.
I am very frustrated.

Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
