iOS 13: Sharing name and photo unavailable because multiple numbers are associated with this Apple ID

So after I installed iOS 13 and opened messages I was able to change by Photo and Name, however I canceled it. Now when I attempt to do it I just get a message saying:

"Sharing name and photo unavailable because multiple numbers are associated with this Apple ID" when I attempt to change it. I dont see why this would be an issue if the same Apple ID is used for my devices. I had a personal phone and a work phone so there is no reason having multiple phone numbers should be an issue.

Has anyone else run into this?

I wonder whether Apple realises just how many iPhone users are there in the World who have 2 numbers. Some people need a personal mobile number and a work mobile, others will work regularly in 2 different countries and have a mobile number in each country so clients can call them on a local number and I'm sure there are many other reasons. My guess would be that the number of Worldwide iPhone users with 2 numbers is at least in the hundreds of thousands.

I get that Apple don't want people being able to impersonate each other, so text me a verification link to each phone number and make me log in to each of those verification links with my Apple ID to prove that I own both numbers.
