updated to ios13 folders are now black
Any one having issues updating to ios 13, then background color of folders changes to black. Called tech support, they had no fix for it. Using iPhone XS.

Ah. Very helpful! So this comes from the wallpaper you are using. Folders are semi-transparent, so they adapt to the background of your wallpaper. So in this case, your dynamic wallpaper has a black background, so folders will adapt a dark look. If you change your wallpaper to something else (like a lighter color dynamic wallpaper, or the new still wallpapers) the folders will return to their white appearance.
