I just updated to iOS 13 this morning and then my 'swipe up' gesture is not working anymore. I can go pass the lock screen but when I'm using an app I can't 'swipe up'. It only scrolls. Any ideas how to fix it?

I thought I had this problem after migrating to IOS13. I could not swipe up, but found out through trial and error that if I swiped up and just held my thumb/finger in the center for a second, the app would pop up in the center for dismissal/closure. I turned off "Reduce Motion" under Settings and behavior is normal again. When I swipe up, the app appears and slides up to center for action. YMMV
is your screen apple original or you replaced it with 3rd party?
In settings, accessibility, touch, turn on assistiveTouch till bugs get fixed.
Did you have your iPhone screen replaced with an aftermarket, non-Apple screen?
They reset the phone, ran diagnostics which came back with no issues, and then wanted to charge me $279 for a screen replacement just to see if that would fix the issue, obviously I declined.
Then the Apple genius rep. recommended me to call Apple support, I called, they’re aware of the issue, we all have to wait until a new version of ios13 comes out. No help or support from Apple whatsoever. Beyond frustrated!

Mine was fixed with 13.2. However I’m scared that it will return to the same problem if I update to 13.3. I would like to know if the problem returns or if it is still working fine. Did someone update already?
I managed to roll it back following the instructions on this page, swipe up back to normal now, Will wait for the next update too see if that resolves it 👍🏻
You could follow the instructions in this link, that’s how i rolled back to 12.4.1
I have this issue with iOS13.1.2.
Restricting my up-swipe to one side of the screen (usually left) sometimes appears to help.

IOS 13.2 official is out.
I think I'd replace that screen protector.
For most people this has been fixed. If it's still not working on your phone, schedule an appointment at your Apple Store Genius Bar for evaluation and options.
i have this same issue. I can unlock my iPhone X by swiping up and face id but once i open an app the swipe up gesture wont work and i have to restart my to get back to the home screen. i hope iOS 13.1 is released ASAP with a fix.
Same issue with me - iPhone X, upgraded to iOS13 and I can swipe up to unlock but not within apps where the swipe is being recognised as scrolling within the app. I've also had a screen replacement and am using Assistive Touch as a workaround.
