I just updated to iOS 13 this morning and then my 'swipe up' gesture is not working anymore. I can go pass the lock screen but when I'm using an app I can't 'swipe up'. It only scrolls. Any ideas how to fix it?

I thought I had this problem after migrating to IOS13. I could not swipe up, but found out through trial and error that if I swiped up and just held my thumb/finger in the center for a second, the app would pop up in the center for dismissal/closure. I turned off "Reduce Motion" under Settings and behavior is normal again. When I swipe up, the app appears and slides up to center for action. YMMV
I’m having a similar issue on 13.1.2 - only mine is has issues when I swipe left or right ...
When swiping to trying to access more app screens, instead i get the menu that comes up when you swipe from the top menu (search etc).
And on YouTube video when I try to forward the video on the progress bar, it swipes to the next open app....
This is super frustrating!!
Since the upgrade to IOS 13 and 13.1 on my Iphone X (not happy) my screen goes black on most calls (it's not ear pushing). When I receive a call and answer the screen goes black. I cannot get the screen to become visible no matter how I swipe. I whine up pushing the button on the right side. Some time it will click for screen shot, other times it turns on the screen so I can disconnect. Nine times out of ten when I go through all those steps the person has hung up. My screen goes black often.
To think about this, I replaced a cracked screen protector with one that doesn’t allow side view on lookers. That is when things became strange. The phone would act normal then refuse my touch and My Face!
I would like to know if any of you who had this problem before (swipe up not working after ios 13 with iphones with replaced screens and that solved with ios 13.2) is having the issue again after updating to ios13.3. Don’t want to update without knowing if it is happening again!
Also The Apple store will send notifications or call and the phone does not allow be to connect with store. I always get a miss call or a message saying we were trying to reach you! Why must we have updates every month???!
thats a good idea to help get by in the mean time. I will set up the assistive touch too.

i am having the same problem on my iphone X after ios 13 update. It works for unlocking the device though but not on home screen or after opening any app.

I had mine repaired and wondered whether this may be the issue, it’s a possibility and hope this is something that would be resolved In the next update?
How do you roll it back to an earlier iOS version?

Still have a open call with support, but no one has come back yet. ‘They’re looking into it’. Fingers crossed they sort it quickly.
