I have a Series 4 Watch and iPhone 5S. When I try to update to WatchOS 6, via the Watch app on iPhone, the app says "To update the software on your Apple Watch, you first need to update the software on your iPhone" "Go to Software Update settings".
Running Software Update on the iPhone says "iOS 12.4.1 Your software is up to date.
If iOS 13 does not support 5S then how do I upgrade my Series 4 Watch to WatchOS 6.

The iPhone 5S was released by Apple in 2013. It cannot support the latest technology.
Your Apple Watch can continue to function using WatchOS 5. Or you may purchase a newer iPhone.
That's right, so after upgrading to WatchOS 6 then further Watch software updates can be done without an iPhone. But if an iPhone doesn't support iOS 13 then it's not possible to upgrade to WatchOS 6.
Owners of Series 4 Watches less than a year old should not have to buy a new iPhone just to upgrade the Series 4 Watch to WatchOS 6.
You need a newer iPhone.

I don’t think so. It says here in their announcement: If you have an Apple Watch Series 3 or later, you can update to watchOS 6 after you update your iPhone to iOS 13. Updates for Apple Watch Series 1 and 2 are coming soon.

If I were in your situation, I would visit an Apple Store or Authorized Apple Service Center. Perhaps they could supply a quick iPhone pairing to enable that WatchOS 6 upgrade for you.
... or Apple can provide a WatchOS 6 upgrade pathway for Series 4 Watches that are less than 1 year old.
The iPhone 5S doesn't need to support the latest technology because it's the Watch I want to upgrade not the iPhone, and WatchOS 6 now allows software updates on the Watch without needing an iPhone.
if you have a computer with iTunes, plug the iPhone into the computer. you can update the iPhone software that way.

The Watch is less than a year old. Apple didn't tell me it wouldn't ungrade to future WatchOS versions unless I also bought a new iPhone when I bought it.
