Notification Center and Control Center inaccessible on iOS 13

Upgraded to iOS 13 public release on iPhone XS. Can no longer access the Notification Center or Control center in portrait orientation from pulling down on top of screen. This affects lock, home, and in app screens. Both features work in Landscape mode (must be in app that supports landscape)

Thanks for the update. If this is happening in apps, the Home Screen, and the Lock Screen, it may be an issue with the screen not responding.


"If your display doesn't respond to touch

If your display, or part of your display, doesn't respond, you might need to force restart your device. Follow these steps:

  • iPad models with Face ID: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Press and hold the Top button until the device restarts.
  • iPhone 8 or later: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Press and hold the Side button until you see the Apple logo.
  • iPhone 7, iPhone 7 Plus, and iPod touch (7th generation): Press and hold both the Side (or Top) button and the Volume Down button for at least 10 seconds, until you see the Apple logo. 
  • iPad with Home button, iPhone 6s or earlier, and iPod touch (6th generation) or earlier: Press and hold both the Side (or Top) button and the Home button for at least 10 seconds, until you see the Apple logo.

If your display continues being unresponsive to touch, contact Apple Support."

After reviewing your post, it sounds like you are not able to pull down Notification Center after updating to iOS 13. Since this began after an update, I would recommend you use this article to help troubleshoot the issue.
