Safari opened tabs synced by iCloud
I updated my iPhone to iOS 13. Now in Safari I can't find the list of tabs open on my Mac's Safari!
It was a great feature: did they dismiss it?

Maybe it's because macOS Catalina is not yet installed on my MBP.

I am on OS X 10.13.6 ans Safari 13, my iphone X is updated to iOS 13, I have powered them off and on both, I have disabled and enabled icloud safari but I still don't see tabs of my mac on ios device.
It seems I am able to see ios tabs on the mac.
Hi same problem here. iPhone 8 iOS 13. iPad iOS 12. Mac on high Sierra. Mac and iMac can see each other’s iCloud tabs but iOS devices are missing them altogether. Reinstalled fresh copies on both macs still no iCloud tabs.
Try to power off both iphone and mac, and then power them on. This sequence fix iCloud Tabs issue for me. And don't forget to update Safari on your computer to ver. 13.

Anyway it's annoying to have this misalignment. Moreover fortunately all my davices could be updated to last OS version: at contrary I will have lost features without knowing it!
I guess they will also release an update of Mojave to support it
It works!
I restarted all devices (iPhone XS iOS 13, iPad Air 2 iOS 12, MBP 2017 Mojave), No Reminders on iPad and MBP and no iCloud safari tabs on iPhone.
I updated Safari and rebooted the mac.
Mac Tabs list is back on my iPhone

Same here, initially no tabs were showing after the restart but now I’m seeing MBP tabs on iPhone. Still no iPad tabs though. Reminder lists also repopulated at an odd pace over 24 hrs.
Probably it depends on macOS 10.13.
macOS 10.14 received an update for Safari only: maybe it was needed to manage interactions with iOS13.

Thanks. This (finally) worked for me as well.
I'm afraid you should update at Mojave at least: it received a specific update for Safari.
You may need to upgrade to Catalina to get tab syncing back.
