Cannot activate my iPhone 11 Pro....
Stuck on page that says "Activating your iPhone" for 40 minutes and wheel is just spinning .
Any suggestions?

I had the same issue after waiting an hour. I fixed this by restarting the phone and doing it again. Hold power button and down volume button at the same time to restart the phone.

This worked or me as well. It was stuck on activating for over 30 minutes, but I restarted and it finished in maybe 10 seconds.
I had the same problem activating my new phone. I called 1-800-my iPhone and requested help activating it using iTunes. It worked easily and quickly.
Replying to my own, sorry. I just tried turning airplane mode on then back off and the "waiting for activation" in iMessage went away!
Give Apple a call for support.
I force restarted too and it seemed to work, but in my messages settings it still says "waiting for activation" and my phone number is grayed out.
It also says I need to add AppleCare+ but that should've been included in my iPhone Upgrade Program purchase
So obv something didn't complete in the activation.
Two new iPhone 11 pro. Both do not activate now for over 2 hours,
Phones do not work and we do not have a landline.

My iPhone 11 ProMax gets stuck trying to activate. I have powered off, back on with same result. I removed the SIM card , reinserted it with same result.

I've restarted, updated, restarted, rebooted, tried to update through Apple Music, nothing works.
Try doing the manual connect as if it is a new phone.
OK, got it to work. New phone needs to be on the same exact iOS version as the old phone. My old phone got 13.1.3 that came out this morning, but my new phone had an older version. So to update to the current, you have to pretend you will install as a new phone and let it download the newest version. Then reset to factory settings. Now you can start the normal process. What a pain!!
