I can’t complete an in-game purchase

I cannot complete an in- game purchase. I’ve tries contacting apple support and every contact I can think of . Everyone blames someone else. But since more than one game will not allow me to purchase, I am assuming it has to be an Apple Pay problem

. I tried changing my credit card access to no avail. Any suggestions?

If it says to contact iTunes Support only they can potentially help you : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
